Gibdock Refits WesternGeco Seismic Vessel
Gibdock completed a refit of the seismic vessel WG Cook for WesternGeco. WG Cook is one of six 12-streamer 3D seismic ships delivered to the owner in 2010. The 19-day project was completed on time and with no serious QHSE incidents in preparation for WG Cookās deployment offshore Canada for a seismic survey. Gibdock allocated its largest drydock to the project, allowing a variety of yard equipment to be deployed simultaneously.

MacGregor Wins Multiple Offshore Winch Orders
MacGregor offshore winches have been specified for 22 new anchor handling tug supply vessels (AHTSVs) under construction at three Chinese shipyards for several international owners. MacGregor, part of Cargotec, has secured new offshore winch contracts from three Chinese shipyards, Fujian Southeast, Fuzhou Baima and Guangdong Yuexin Ocean Engineering. The winches are destined for 22 anchor handling tug supply vessels (AHTSVs) under construction for a number of international owners.
ClassNK Updates Steel Ship Survey/Construction Guidance
ClassNK announced the release of the latest versions of its Rules and Guidance for the Survey and Construction of Steel Ships. These versions include all amendments dated May 17, 2013. Among the amendments made to the Rules and Guidance this time is the establishment of the āRules for the Inspection and Registration of Maritime Labor Systems.ā Shipowners can now apply to ClassNK and request inspections of their Maritime Labor Systems conducted in accordance with the above amendment.

Rebuilding the Presumption of Preemption
I propose that the Legislative, Executive, Judicial Branches of the federal government should cooperatively work toward the rebuilding of the presumption in favor of federal preemption with respect to all matters related to maritime commerce. I also propose that maritime stakeholders undertake measures to make this a reality. The Constitution already allows for such preemption ā and it has been implemented with regard to various issues over time, particularly in the early days of the Republic.

Steamship Mutual released interim financial results for the year ending February 20, 2013. As with all international group clubs, underwriting performance for the year ended February 20, 2013 was adversely affected by the worst pool experience on record. Claims within the club retention were also at higher levels than predicted, reflecting continued upward pressure upon claims despite the economic downturn.
USCG Contracts HII to Build Sixth National Security Cutter
The U.S. Coast Guard awarded a fixedāprice incentive firm target contract valued at approximately $487.1 million to Huntington Ingalls Industries for the production of the sixth National Security Cutter (NSC). NSC 6 will be built at Huntington Ingalls Industriesā (HII) shipyard in Pascagoula, Miss. Two NSCs are currently in production. The Coast Guard awarded the production contract for NSC 4 in November 2010 and production of that vessel is approximately 39% complete to date.
Coast Guard Patrols with New RB-S II Vessel
Most people who encounter the Coast Guard near shore will get a good look at a Response Boat-Small (RB-S). With more than 400 boats in operation, the RB-S is the largest vessel class in the Coast Guardās fleet. The boats are in constant use, from life-saving to law enforcement and homeland security missions. But the redoubtable RB-S is approaching the end of its service life and the the Coast Guardās Acquisition Directorate has launched an ambitious project to replace this important asset.

A new interactive display on Particularly Sensitive Sea Areas (PSSA) has been launched at IMO Headquarters and online at www.pssa.imo.org. A PSSA is an area that needs special protection through action by IMO because of its significance for recognized ecological or socio-economic or scientific reasons and which may be vulnerable to damage by international maritime activities.
