MARAD Funding Available for Small Shipyards
The U.S. Maritime Administration (MARAD) has made available nearly $10 million in grant funding for improvements to small shipyards. There is currently $9.8 million available under the Small Shipyard Grant Program for capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations and quality ship construction, repair and reconfiguration, MARAD said.
California Pushes Ahead on Ballast Water Compliance
We are quickly approaching September 8, 2017, the date when the International Ballast Water Convention will enter into force requiring ships to manage their ballast water using methods to remove or render harmless organisms contained within their ballast water. This is in an effort to halt the spread of invasive species that have crippled many local ecosystems, both monetarily and environmentally, in some cases causing irreparable damage. In the U.S., the regulations are already in place.

Gondan Delivers Dual Fuel Tug
After completing its sea trials program, DUX, the first dual fuel tug ever built in Europe, was delivered yesterday to its owner, the Norwegian company Østensjø Rederi A/S. This vessel is the first tugboat of a series of three. Designed by the Canadian company Robert Allan Ltd., the new escort tug, with 40.2 meters length and 16 meters beam, will provide tug services to Norwegian state-owned energy company Statoil, at the far-north terminal located at Melkøya under severe weather conditions.
Urals Oil Exports From Baltic Ports to Fall in June
Russia's June Urals crude exports from the Baltic Sea ports are expected to fall by 15 percent compared with May on a daily basis to 5.51 million tonnes, a preliminary loading plan seen by Reuters showed on Thursday. Crude loadings from the port of Primorsk were set to fall by 30 percent to 2.71 million tonnes due to planned works on Baltic pipeline system. Supplies from the neighbouring Ust-Luga port are set at 2.8 million tonnes, up 100,000 tonnes from the May loading plan.
Southern Illinois Transfer Orders Harbor Tug
Barbour JB Shipyard of St. Louis has laid the keel for a new harbor tug that will be powered by Veth Z-drives. The purchase agreement was signed at the Inland Marine Expo, St. Louis, by Kurt Johnson, Southern Illinois Transfer president and owner of the vessel; Guido Davids, Veth Propulsion area sales manager; and Tim Batten, Twin Disc director of global marine sales. Twin Disc is the distributor for Veth Propulsion in the US, exclusive of the Gulf Coast region.
Baltic Index Falls to Lowest Since Early March
The Baltic Exchange's main sea freight index, tracking rates for ships carrying dry bulk commodities, on Thursday fell to its lowest since early March as demand slowed across all vessel segments. The overall index, which factors in rates for capesize, panamax, supramax and handysize shipping vessels, was down 16 points, or 1.71 percent, at 918 points. The capesize index lost 59 points, or 3.57 percent, at 1,595 points.

Six new military patrol boats built by Louisiana-based shipbuilder Metal Shark have been delivered to the Vietnam Coast Guard. The welded-aluminum Metal Shark 45-foot Defiant pilothouse patrol vessels were provided to Vietnam by the United States in a move that underscores the increased security cooperation between the two nations.
