On January 22, 2015, the Environmental Protection Agency (EPA) published a Proposed Rule on dispersants. The Proposed Rule drastically changes the EPA’s approach to dispersants and could imperil proven and effective means of responding to marine oil disasters. The Proposed Rule seems to be written from the perspective that dispersants are dangerous and should not be used and seeks to establish new toxicity and other standards.
Bulk Carrier Grounds in St. Lawrence Seaway
A 621-foot bulk carrier ran aground near Wellesley Island in the St. Lawrence River, Monday. The U.S. Coast Guard (USCG) is responding. The Bahamian-flagged motor vessel Juno is aground in the vicinity of Wellesley Island, in the St. Lawrence River, New York, and is taking on water in one of the forward ballast tanks. The vessel is slightly listing to port with 18-feet of water in the forward peak of the vessel. There are no reported injuries to the crew, and no reported pollution.

The U.S. Coast Guard closed the Biloxi Industrial Seaway in Gulfport, Miss., due to a landslide, Saturday. The Biloxi Industrial Seaway in the vicinity of the Lorraine Bridge is closed to all traffic. The USCG said it was notified at approximately 5:20 p.m. Saturday that the channel was entirely blocked by trees and other debris. The area experienced heavy rainfall near the time of the incident.
