Bureau of Safety and Environmental Enforcement (BSEE) Director Brian Salerno and U.S. Coast Guard Rear Admiral Paul Thomas signed a Memorandum of Agreement (MOA) for regulating fixed Outer Continental Shelf (OCS) facilities.
