Baker Lyman Taps TBS for RCP-TSMS Transition Plan
Baker, Lyman & Co. announced the appointment of Tug & Barge Solutions, LLC (TBS) as the lead implementation manager for Baker Lyman’s signature “RCP-TSMS Model Transition Plan”.
The USCG’s proposed Towing Safety Management System (TSMS) has received much industry attention since the release of the Sub-Chapter M Notice of Proposed Rulemaking in August, 2011. Baker Lyman’s “RCP-TSMS Model Transition Plan” allows current AWO RCP companies to enroll into a statutorily certified TSMS process prior to the Sub-Chapter M Final Rule, according to Corinne Titus, Baker Lyman’s CEO. “I am pleased that Baker Lyman has placed such confidence in TBS”, Pat Falon, COO of the Daphne, Alabama based firm, said, “Baker Lyman’s TSMS strategic alliance with Germanischer Lloyd and the CORSAIR Towing Vessel Record software have made Baker Lyman the best TSMS option for towboaters. TBS is delighted by our role with the RCP-TSMS Model Transition Plan.”
“TBS assisted Baker Lyman in identifying the cost savings this opportunity offers tugboat operators”, Titus continued, “the synergies between BL and TBS to assist TSMS impacted companies is exciting.” Rocky Marchiano, Director of Baker Lyman’s Maritime Compliance Division, suggested that Baker Lyman will likely be the only option for AWO RCP enrollees for some time. “Since TSMS 3rd Party Recognized Organization applicants face a tremendous economic and legal challenge in order to gain USCG approval it’s sensible to conclude that there will be few, if any, USCG approved TSMS 3rd Party RO’s outside of Germanischer Lloyd and ABS,” Marchiano asserted, “Due to this probability the Baker Lyman-Germanischer Lloyd TSMS Strategic Alliance will be left as the most affordable TSMS track industry-wide.”
The “RCP-TSMS Model Transition Plan” and CORSAIR Towing Vessel Record are available for pre-booking prior to Oct 30. Pre-booking is limited to 25 companies. After the pre-booking date orders will be taken on a priority basis.
