Two Bunker Suppliers' Licenses Revoked
The Maritime and Port Authority of Singapore (MPA) cancelled the bunker supplier licenses of Excel Petroleum Enterprise Pte. Ltd. and Lian Hoe Leong & Brothers Pte. Ltd. with effect from January 15, 2014 for contravening the terms and conditions of the bunkering licenses.
Both companies were found to have breached Clause 3 of the terms and conditions of the Bunkering Licence (Bunker Supplier) by allowing other companies to use their Bunker Delivery Notes to supply bunkers.
With the cancellation of their bunker supplier licenses, Excel Petroleum Enterprise Pte. Ltd. and Lian Hoe Leong & Brothers Pte. Ltd. will no longer be allowed to operate as bunker suppliers in the Port of Singapore.
Investigations against the companies that used the Bunker Delivery Notes of Excel Petroleum Enterprise Ltd. and Lian Hoe Leong & Brothers Pte. Ltd. are ongoing to determine whether they have also flouted the Maritime and Port Authority of Singapore (Port) Regulations for operating as bunker suppliers without any bunkering licenses issued by the MPA.
All bunker suppliers operating in the Port of Singapore are required to be licensed by MPA. The MPA would like to remind all licensed bunker suppliers to adhere strictly to the terms and conditions of the bunkering license. The bunker supplier's license is not transferable. Any bunker supplier found to have contravened any terms and conditions of the bunkering license will have their bunkering license suspended or cancelled.
In 2013, the Port of Singapore recorded bunker sales volume of 42.7 million metric tons, retaining its position as the world's top bunkering port. Singapore's strong performance in bunker sales can be attributed to its strategic location at the crossroads of international trade and the industry structure that results in competitive bunker prices and assured quality and safety standards.
