Revised Safe Manning Document for Singapore Ships

The Singapore Maritime and Port Authority (MPA) issued a Circular noting that the IMO made amendments to the principles of safe manning to incorporate additional requirements under the ISPS Code. All Singapore ships are to reassess the numbers and grades/capabilities of the ship’s complement required for its safe operation, security requirements, protection of the marine environment, and for dealing with emergency situations. MPA will begin replacement of existing safe manning documents (SMDs) commencing on 12 May 2004. Shipping Circular No. 13 of 2004 (HK Law).
