Russia needs permission for its vessels to conduct investigations into explosions that damaged Nord Stream pipelines in the Baltic Sea, Deputy Prime Minister Alexander Novak said on Friday. Spain's Repsol said it had suspended oil drilling in a block off Vietnam, where the prospecting in South China Sea waters claimed by China had infuriated Beijing and brought Chinese pressure on Vietnam to stop. Tension has been growing between Vietnam and China over energy development in the waterway, where extensive Chinese claims are challenged by five Southeast Asian countries and disputed by the United States. Repsol's chief financial officer, Miguel Martinez, said work had been suspended off Vietnam, according to the transcript of a conference call with analysts last week. "We are working with the PetroVietnam and with the Vietnamese authorities and the only comment is that right now, operations have been suspended," he said.

The role of Inmarsat as sole provider of satellite technology performing to Global Maritime Distress and Safety System (GMDSS) standards is set for advancement, after an IMO Sub Committee decided to greenlight consideration of both FleetBroadband and Fleet One for formal approval. To date, Inmarsat is the only company which has received approval from the International Maritime Organization to provide the GMDSS data and messaging communications on which mariners rely in the last resort, currently via Inmarsat C and Fleet 77 services.

Eagle LNG Partners has submitted an application with the US Department of Energy (DOE) requesting long-term, multi-contract authorization under Section 3 of the Natural Gas Act to engage in exports of natural gas in the form of liquefied natural gas (LNG). The application seeks authorization to export up to 49.8 Bcf, or ~1.0 million tons per annum (mtpa), of LNG per year to both free trade agreement (FTA) and non-free trade agreement (non - FTA) countries. The authorization is for Eagle LNG Partners’ proposed FERC-jurisdictional LNG export facility in Jacksonville, Florida, and requests authorization from the DOE to export LNG on its own behalf and as an agent for other organizations.

CMA CGM vice-chairman Rodolphe Saade said that his company was the first ones to initiate the discussions with NOL and Temasek and it made sense to them, that is why they carried on with the discussions, according to a report in The Straits Times. France's CMA CGM proposed a $3.38 billion cash buyout of Temasek Holdings-controlled NOL. "Of course they were talking to others... I don't know about the offers of the others, but what I will say is that we are the third-largest container carrier in the world,"  he added. CMA CGM , privately owned by the billionaire Saade family has, over the years, acquired and integrated brands such as government-owned Australian National Line, African specialist Delmas and Taiwan's Cheng Lie Navigation into its suite.

A plan to attract private investment to Brazil's strained port infrastructure is even more important in the face of federal budget cuts that will curb public investment, Brazilian Ports Minister Edinho Araújo said in an interview. Brazil, which has seen exports of iron ore, soybeans, sugar, coffee and beef soar, is planning to lease 29 public terminals, including at the country's largest port in Santos and in the northern state of Para, to private companies under a 2012 law. The move, currently blocked by a federal audit court, could attract 4.9 billion reais ($1.6 billion) of private investment and increase port capacity by 47 million tonnes, Araujo told Reuters on Monday.

Some of the hedge fund industry's most respected firms made bigger bets on a wide swatch of energy companies during the third quarter only to watch the stocks get pummeled by falling crude oil prices. Robert Citrone's Discovery Capital Management raised its holding in Texas oil driller Diamondback Energy by 20 percent to own 1.4 million shares at the end of the third quarter, according to a regulatory filing made with the Securities and Exchange Commission. Diamondback's stock price fell 16 percent over the quarter. The fund manager also raised its bet on oil and gas exploration and production company Cimarex Energy by 37 percent. The stock dropped 11 percent over the quarter.
