Paris Memorandum of Understanding (MoU) will be launching a Concentrated Inspection Campaign (CIC) on the Maritime Labour Convention (MLC), 2006.
The aim of the CIC is to verify that the minimum standards for working and living conditions have been implemented on board. This inspection campaign will be held for a period of three months, commencing from 1 September 2016 and ending 30 November 2016.
The Indian Ocean, Black Sea and the Tokyo MoU will carry out PSC CIC on the Cargo Securing Arrangements during the same three month window (September to November 2016).
The purpose of this CIC is to verify that there is compliance with the procedures and measures regarding cargo securing arrangements on board ships and that they are meeting applicable requirements of the SOLAS and related guidelines.
The PSC inspectors will apply a questionnaire listing a number of items to be covered during the concentrated inspection campaign.
Where deficiencies are identified, actions by the attending PSCOs may vary from recording a deficiency, to instructing the Master to rectify the deficiency within a certain period, to detaining the ship until more serious deficiencies have been rectified.
