The US Coast Guard posted on the Internet its draft Sampling Plan referred to in its Notice stating that the agency will hold a public scoping meeting in Cleveland on July 6 concerning the regulation of dry cargo residues or sweepings in the Great Lakes. This issue has, to date, resulted in two studies: a 139-page 2002 Study and a 60-page 2006 Study. Comments on the issue in general and the sampling plan in particular should be submitted by July 31.
