The U.S. Coast Guard is amending its Advance Notice of Arrival regulation by adding charterer information as a required element. As of
September 18, 2002, the vessel's Advance Notification of Arrival report must include the name of the vessel's charterer. For this purpose, charterer means the person or organization that contracts for the majority of the carrying capacity of the ship. The term includes time and voyage charterers. When scored according to their history, charterers that fit
into the high-risk category will have their vessels targeted for boarding.
