The U.S. Coast Guard is proposing to amend its current policy and discontinue, effective January 1, 2006, inspecting and certificating permanently moored vessels (PMVs) in U.S. waters. Under the proposal, the agency would no longer issue a Certificate of Inspection (COI) to any vessel that is considered “substantially a land structure.” This change is expected to primarily affect gaming, casino, or other vessels that are designed and constructed to go into PMV operations to satisfy a state requirement for obtaining a gaming license.
