Capt. Brian D. Kelley will assume command of Coast Guard Sector Baltimore on Friday at the Coast Guard Yard in Baltimore.
Capt. Kelley will relieve Capt. Curtis A. Springer, who assumed command of Sector Baltimore in June 2003. Capt. Springer will now be Assistant Chief of the Office of Personnel Management in Arlington, Va.
As commander of Sector Baltimore, Capt. Kelley will also be Captain of the Port, Officer in Charge of Marine Inspection, Federal On-Scene Coordinator, Search and Rescue Mission Coordinator, and Federal Maritime Security Coordinator for all Coast Guard operational missions in the Sector’s area of responsibility. That area covers the Upper Chesapeake Bay and its tributaries, including the Potomac River and the National Capital Region. Subordinate units of Sector Baltimore include six multi-mission stations, one station small, three Aids to Navigation teams and oversight of one of the Coast Guard’s 17 Regional Exam Centers. The sector commander works closely with the port community, military units, and federal state and local law enforcement agencies to provide maritime safety, security, and environmental protection for the National Capital Region, the Upper Chesapeake Bay, and its tributaries while facilitating commerce and recreational boating.
Capt. Kelley most recently served as the Chief of the Office of Command & Control in the Operations Directorate at U.S. Coast Guard Headquarters. In this capacity, Captain Kelley directed the Coast Guard’s Command Center and the interagency National Response Center. Prior to Headquarters Directorate’s reorganization, he was also responsible for Coast Guard contingency preparedness and continuity of operations planning.
Capt. Kelley is a native of Coal Township, Pennsylvania, and graduated from the U.S. Coast Guard Academy in 1982 with a bachelor’s degree in government. He earned a master’s degree in management from the U.S. Naval Postgraduate School in 1990.
