Singapore to mandate digital bunker notes starting April 2025

Amy Khor said that Singapore's senior minister for transport Amy Khor announced at the SIBCON2024 conference that marine fuel suppliers in Singapore, the world's biggest bunker hub, would be required to offer digital bunkering and electronic bunker delivery note starting April 1, 2025.

This move is intended to streamline the ship fuelling or bunkering processes by making the data sharing between buyers, sellers, and the industry more transparent and efficient. It will save the industry up to 40,000 days of manpower per year, and reduce the risk for fraud.

The announcement of the mandate follows pilot tests with different bunker suppliers that began in November 2023.

According to the Maritime and Port Authority of Singapore, Singapore will be first port in the world to implement digital bundling at scale for all operations.
