The contract was competitively procured with proposals solicited via the Government Point of Entry website, and Alabama Shipyard was the soe bidder. The U.S. Navy’s Military Sealift Command (MSC) is the contracting activity.

The NASSCO-built USNS Supply, ex-USS Supply (AOE-6), is the lead ship of the Supply-class fast combat support ships. The vessel was commissioned in 1994 and decommissioned in 2001, after which her weapons were removed and she was transferred for service with the MSC.
